NAGVA Rules and Regulations (found under Governing Docs in the File Share) states in Section 6 that teams must provide a certified 1st referee and a certified scorekeeper for all matches. Further, the rules state that if a team cannot provide a certified 1st referee or certified scorekeeper, they must pay the cost of obtaining one from the tournament committee. That fee will be $50 per position per match.

Teams without a NAGVA certified up-official or scorekeeper will be required to pay $50 per match per position.
If a team cannot provide a 1st referee or scorekeeper and does not pay the required fee, they WILL NOT play at the tournament and will not receive a refund.
